The Parliament of Montenegro unanimously adopted amendments and supplements to the Rules of Procedure, which provided for the formation of the Youth Committee as a permanent working body of the parliament, marking a significant institutional step towards stronger and more systematic inclusion of youth in decision-making processes and public policy creation.
The initiative to form the Committee was launched by Mreža za mlade Crne Gore during the III Youth Parliament held in December last year, with the aim of establishing a permanent institutional mechanism within the Parliament to address issues of importance to youth.
Presenting the Proposal for the decision on amendments and supplements to the Rules of Procedure of the Parliament, the Deputy Speaker of the Parliament, Anđela Vojinović, emphasized that the initiative originated precisely from Mreža za mlade Crne Gore, after which activities were undertaken to translate it into a concrete institutional solution.
The formation of the Youth Committee does not represent just the establishment of another parliamentary body, but an important step towards systematically including the perspective of youth in the consideration of laws, strategies, budget decisions, and other public policies.
The Committee is expected to enable continuous dialogue between MPs, youth, youth organizations, institutions, educational institutions, and other relevant actors. Its work should contribute to ensuring that the needs and interests of youth are taken into account when making decisions in various areas, including education, employment, housing, health, culture, mobility, environmental protection, digital security, and European integration.
The special significance of its formation lies in the fact that youth policy cannot be viewed as an issue belonging to only one institution or one sector. Laws, strategies, and other decisions made by institutions have direct or indirect consequences on the lives of youth, which is why it is important to develop mechanisms through which their impact on youth will be timely considered.
During the parliamentary debate, representatives of the government and opposition pointed out the importance of forming the Committee and supported the initiative, with the message that issues concerning the position of youth should transcend party and political divisions. At the same time, it was emphasized that the work of the Committee must not remain only at a formal level.
Mreža za mlade Crne Gore expects that the Committee will be open to the direct participation of youth organizations and other representatives of the youth sector. It is especially important that in its work it establishes regular communication with youth, organizes consultations, public hearings, and other forms of dialogue, considers problems that youth face daily, and monitors the implementation of policies affecting their position.
The formation of the Committee alone will not solve all the challenges faced by youth, but it represents an important foundation for building a stronger institutional infrastructure in the field of youth policy.
Mreža za mlade Crne Gore thanks the team within the Youth Parliament who worked on presenting the initiative, the Deputy Speaker of the Parliament of Montenegro, Anđela Vojinović, who recognized the importance of the initiative, initiated it in the parliamentary procedure, and contributed to its transformation into a concrete institutional solution. Gratitude is also extended to all MPs who supported the initiative and thus contributed to strengthening the institutional position of youth in Montenegro.
Mreža za mlade Crne Gore will continue to monitor the process of establishing and the future work of the Committee, represent the interests of youth, and contribute to the development of concrete mechanisms for their greater and substantive participation in public and political life.
